Keylane

Keylane sells core administration platforms to European insurers and pension providers: Axon for property and casualty, and Plexus for life and pensions. Axon runs policy, underwriting, billing and claims on one core, with products, pricing and rules configured rather than coded. Underwriting rules apply by product, segment and channel, every decision is recorded with version control and a full trace of the rules used, and claims rules can settle and pay routine claims straight through. Axon Cyber, built with WTW's Radar pricing, packages a cyber product that insurers can launch beside their existing systems.

SiteView handles digital claims journeys from first notice through settlement: claims teams configure automated workflows themselves, suppliers and every other party work in one place, digital site visits gather evidence without sending someone to the property, and claims data is analyzed for trends and possible fraud. It runs beside Axon or beside another vendor's core.

The AI comes through Keylane Automate, launched in October 2026. It gives insurers a no code environment to build, run and govern AI agents and workflows on the policy, claims and product data in the core, with AI assistance inside Keylane's own screens, prebuilt agents, and governed API and MCP access for teams building their own. Clients choose the models, add review, confidence and approval steps where they want them, and every decision is logged with the data, model and workflow behind it.

Headquartered in Utrecht, Keylane reports more than 550 customers, more than 1,100 employees across the Benelux, DACH, the Nordics and the UK, and more than 37 million policies in production or implementation. Belfius Insurance has run Axon for private and commercial lines since 2016 and moved it onto Keylane's private cloud in 2022, Debeka is implementing Axon for its property and casualty insurer, and Unigarant and Univé are long standing Dutch clients. Keylane runs its own sovereign cloud on European infrastructure and reports ISO 27001 certification and ISAE 3402 Type 2 assurance.

AI Capability
AI Centrality
CC on AI CentralityArtificial intelligence is present but peripheral: a feature layer on a product whose value stands without it.
Vendor Published

Axon and Plexus carry the business: they administer policies, pensions, billing and claims for more than 550 customers and ran long before the AI arrived. Keylane Automate, launched in October 2026, adds AI assistance in the core screens, prebuilt agents and a no code builder for clients' own agents and workflows.

Keylane's own chief executive sets moving Automate from lighthouse projects to repeatable production workflows as a goal for the year ahead, so the AI is a young layer on a core whose value stands without it.

Autonomy and Oversight Model
BB on Autonomy and Oversight ModelA written commitment that the models work alongside human judgment, with real review surfaces, short of the full control structure: commonly the threshold at which the system stops or what happens after it is wrong.
Vendor Published

Human review sits where the client places it: Automate lets teams add review, confidence scoring, editing and approval steps to any agent or workflow, with a case manager for the cases a person handles. Keylane says human oversight guides higher risk decisions, that every agent has a defined purpose, owner, permissions and escalation path, and that an agent acting outside its mandate can be stopped.

Beneath Automate, Axon's own underwriting flows carry step by step reviews and referrals, and claims rules decide which claims settle without a handler. The thresholds that send a claim or policy change to a person are set by each client.

Model Risk Management and Transparency
BB on Model Risk Management and TransparencyReal transparency mechanisms are published, such as per alert explainability, confidence scoring or split testing, without the validation package or supervisory mapping behind them.
Vendor Published

Every Automate decision is logged with the data, model, workflow and outcome behind it, so a client can reconstruct what happened, and Axon records every underwriting decision with version control and a full trace of the rules applied. Confidence scoring can be added to any step, an AI hub keeps the models in use under control, and Keylane commits to continuous monitoring of running agents. Accuracy figures, a validation method and a mapping to a supervisory model risk framework are not published.

Operational and Outcome Evidence
AA on Operational and Outcome EvidenceNamed customers with hard performance figures and enough method to test them.
Vendor Published

Unigarant, a Dutch insurer on Axon for more than 15 years, cut its product launches from two years to two months and runs 95 to 98 percent straight through processing on mainstream products. JBF moved from quarterly to monthly releases, Belfius Insurance moved its Axon estate onto Keylane's private cloud, and Univé migrated a portfolio of more than a million policyholders. These are core platform results, and Automate has no published outcome yet.

AI Safety and Data Stewardship
BB on AI Safety and Data StewardshipA categorical stewardship commitment is published without the retention schedule or the engineering detail behind it.
Vendor Published

Automate works on the governed data inside each client's own core, and Keylane's stated principle is governed data with known lineage and access rather than uncontrolled copies. Clients own their data and choose the models they deploy, and data stays in the sovereign European cloud. Keylane does not say whether one client's data can train or tune models that serve another, or how long model providers keep inputs.

Regulatory and Compliance
GLBA and Data Privacy Posture
CC on GLBA and Data Privacy PostureA standard privacy policy that covers the website rather than the service, or silence on a product that touches limited consumer data.
Vendor Published

Axon and Plexus hold the personal and financial data of millions of policyholders and pension members. Keylane says that data stays in its sovereign cloud on European infrastructure, within the controls and residency requirements that govern each client, and is managed in line with European regulation. A privacy policy, data processing terms and a retention schedule for the service are not published.

Security Certifications and Trust Center
BB on Security Certifications and Trust CenterA recognized certification named in the vendor’s own material without the artifact, or with a scope or renewal question the buyer has to raise.
Vendor Published

Keylane reports ISO 27001 certification and ISAE 3402 Type 2 assurance, the control report regulated insurers and pension funds use to oversee an outsourced provider. Client data stays in its sovereign cloud under the controls, permissions and residency rules each client sets. The certificate and the assurance report are not posted, the certification body and auditor go unnamed, and there is no public trust portal.

Regulatory Status and Licensure
BB on Regulatory Status and LicensureThe regulatory position is clearly stated and appropriate to the product, with part of the verification left to the buyer.
Vendor Published

Keylane sells software and positions Automate against the EU AI Act: it points out that AI used to price and assess risk in life and health insurance has counted as high risk since August 2026 and says Automate was built for that regime, with audit trails meant for regulators and data managed under European rules. It holds ISAE 3402 Type 2 assurance, the report regulated clients use to oversee an outsourced provider. Whether a given client's use falls in the high risk class is left to that client.

AI Governance and Bias Disclosure
CC on AI Governance and Bias DisclosureResponsible artificial intelligence committed to in policy language with no evaluation behind it, on a product whose bias surface is modest.
Vendor Published

Keylane sets out six principles for AI in a regulated business: governed data, auditability, controlled authority, meaningful human oversight, model independence and runtime safety. Its enterprise tier offers one governance model for every agent a client deploys. Agents built on Automate can touch claims, premiums and pension outcomes, yet Keylane publishes no fairness testing or bias evaluation of its own agents.

AI Liability and Recourse
CC on AI Liability and RecourseMechanisms that enable challenge, such as audit trails and source traceability, with nothing standing behind the output and no route for the person affected.
Vendor Published

Audit trails let a client trace any Automate decision back to its data, model and workflow, which supports a challenge after the fact. Keylane takes end to end responsibility for implementations, including partners' work, but it publishes nothing on who answers when an AI agent gets a claim, premium or pension wrong, or on a route for the policyholder or member affected.

Integration and Deployment
Model Supply Chain Disclosure
CC on Model Supply Chain DisclosureThe architecture is described and no provider is named.
Vendor Published

Automate is model agnostic, and clients choose which models to deploy, so the chain depends on each client's choices. The models behind Keylane's embedded AI and prebuilt agents go unnamed, as does the infrastructure provider beneath its sovereign cloud.

Core Systems and Integration Depth
AA on Core Systems and Integration DepthNamed integrations with the systems of record, core banking, policy administration, custodial or contact center platforms, verifiable in marketplace listings or public API documentation.
Vendor Published

Axon is itself the policy, underwriting, billing and claims core, and Plexus the core for life and pensions. Automate reaches both through governed API and MCP access, with a developer portal, service levels and usage visibility, and it also connects to other systems in a client's estate. SiteView runs digital claims journeys beside Axon or another vendor's core and connects suppliers to the claim, and Axon Cyber runs on WTW's Radar pricing. Keylane has delivered more than 25 P&C core migrations, including Belfius and Univé.

Deployment Model and Data Residency
BB on Deployment Model and Data ResidencyStated residency commitments or regional hosting options.
Vendor Published

Keylane runs Axon and Plexus as SaaS in its own sovereign cloud on European infrastructure, where more than 37 million policies are administered in private cloud; Belfius Insurance moved its Axon estate into that cloud in 2022. Data stays within the residency requirements that govern each client, and Automate is cloud native. The infrastructure provider underneath goes unnamed, and an on premises option is not described.

Commercial
Commercial Transparency
CC on Commercial TransparencyNo price is published and engagement runs through a demo form, which is the norm in this index.
Vendor Published

Keylane sells Axon, Plexus and Automate on quote after a demo. Automate comes in four packages, from embedded AI through API and MCP access and workflows to an enterprise tier, with no prices attached.

Institution and Segment Coverage
BB on Institution and Segment CoverageNamed segments with dedicated material behind part of the coverage.
Vendor Published

Property and casualty insurers run on Axon, and life insurers, pension providers and pension funds run on Plexus, each with its own solution pages. Clients range from Dutch regional insurers to Debeka, a German group with more than 7 million customers, and Belfius Insurance, the insurer of a Belgian bancassurance group.

The footprint is the Benelux, DACH, the Nordics and the UK, with offices in the Netherlands, Belgium, Germany, Denmark, Norway and the UK, and Axon Cyber gives commercial insurers a ready cyber proposition. Managing general agents and brokers are not a named audience.
